Welcome to the membership of
the Starkville Gun Club. You have taken
the first step toward what I hope will be a lifetime of Shooting Enjoyment.
It doesn't matter if you shoot
competitively or if you just enjoy punching paper in preparation for deer
season you have an interest in the shooting sports that your fellow members
share and respect.
The data in this handbook will
hopefully add to the safety orientation that you have received to give you a
thorough understanding of the club's rules and procedures to make your use of
the club an enjoyable experience
On the next page is a table of
contents to allow you quickly access to an area of interest. Please however take the time to read and
understand all of the rules and procedures enclosed to avoid an infraction of
an SGC rule.
I want everyone to enjoy him
or herself while they are at the Club, but please realize that in a club this
size we must have rules and controls upon the membership. These may seem to be an annoyance to your
shooting. Please understand that they
are employed to protect us as members and insure that the club will be
operational when our children will become members.

For your basic membership of $200.00 you will get the following.
1. A briefing on
how to use the Ranges at the Starkville Gun Club.
2. A Key that
will open the front gate and the clubhouse door.
3. The
conveniences of open access club. That
is to say that you can come to the club and shoot when you can or desire. The club ranges are closed for a few days
per year for competitive events and other activities but these days are few.
4. A covered 100 and 200 yard centerfire rifle range, a 35 yard pistol range and a 22 rimfire
range.
1. As you ENTER and LEAVE the Club Please CLOSE THE GATE. When you leave the gun club please make sure
the gate is locked. The liability
problems associated with the club are massive.
Our insurance is based on the membership and their guests. If we leave the gate open we are giving an
open invitation to non-members to trespass onto club property, be accidentally
hurt or shot and then file a suit against the club that would put us out of
business. This may seem rash, but if
you can file suit against McDonalds for spilling coffee on yourself I am sure
it can be done. Please lock the gate!
2. A Sign In/Out Policy has been employed on all SGC Ranges. It is the members responsibility to sign
themselves and guests in on the proper range log before shooting. If a member is found to be shooting without
Signing in they will be reported to the SGC Board for review. Please be sure to Sign Out as you leave a
range.
3. The Clubhouse is a common area for all SGC Members. Restrooms are available for use. A refrigerator
and stove are also available for use at events and by members. Please help keep the clubhouse clean by
cleaning up after yourself. Please do not adjust the Central Heat and Air in the clubhouse. During the winter the Heat will be set as to prevent the freezing of pipes and during the Summer Months the Air will be set to prevent over heating. During events and meetings a Board Member will adjust the temperature for comfort. It is not possible for the club to support the constant use of the AC and Heat. Please help us out in this area.
4. A Telephone is available in the Clubhouse (662-552-4867). Local Emergency Numbers are posted at
the Phone. Please help out by limiting
the length of your calls to approximately 5 minutes. The phone has been installed for safety and convenience, not for
lengthy personal business. Please help by not abusing this privilege.
5. One of the clubs major problems is trash control. A rubbish consolidation point has been set
up on the East End of the skeet /trap line.
The membership has got to help with this or we will be quickly over
taken.
a. Please place
aluminum cans brass and shotshell hulls in properly marked containers. Paper, cardboard and other such items in the
trash containers.
b. Whenever you
shoot Skeet, Trap or Sporting Clays please take the
boxes to the
consolidation point.
c. When you
finish shooting on the rifle/pistol ranges please discard
your
trash in the proper cans.
d. Do not place
food in garbage containers. Local dogs
and coyotes will spread the trash.
e. If an event is
held at the club all trash should be taken to the consolidation point for proper
disposal before the members leave the club. Do not leave the cans out for the dogs and coyotes.
f. If you see
that a trash container is overflowing please take it to the consolidation
point.
Many of our members are rifle/pistol shooters only. The ranges are often crowded around the
start of deer season and it is imperative that we maintain a safe, well-controlled
range. For this reason we have to set
and enforce some simple and unwavering rules.
These are shown below:

2. ALWAYS KEEP FIREARMS UNLOADED, ACTION OPEN AND THE MUZZLE POINTED
AT THE BACKSTOP UNTIL READY TO FIRE.
3. NEVER LOAD, HANDLE, OR AIM ANY FIREARM WHILE ANYONE IS DOWN
RANGE.
4. ONLY FIRE DIRECTLY INTO THE BACKSTOP. NEVER FIRE DIAGONALLY ACROSS ANY RANGE.
5. ALL HIGH SPEED AND SHORT RANGE SHOOTING, PISTOL, RIFLE AND
SHOTGUN SHOULD BE DONE ON THE 35-YARD RANGE TO CONTROL RICOCHETS.
6. ALWAYS WEAR EYE AND EAR PROTECTION WHILE ON OR AROUND THE FIRING
LINE.
7. DO NOT MIX ALCOHOL OR DRUGS WITH SHOOTING ACTIVITIES.
8. ONLY FIRE AT PAPER TARGETS THAT ARE ATTACHED TO A TARGET
FRAME. GROUND LEVEL TARGETS OR TARGETS
PLACED ON TOP OF THE BACKSTOP ARE NOT AUTHORIZED. PRONE FIRING MUST BE DONE SO THAT PROJECTILES PASS THROUGH THE
TARGET AND HIT THE BACKSTOP. THE USE OF
CANS OR GLASS BOTTLES AS TARGETS IS NOT AUTHORIZED.
9. ALWAYS MAKE SURE THAT ALL FIREARMS ARE UNLOADED, ACTION OPEN, NO
ONE IS HANDLING A FIREARM AND THAT SOMEONE HAS ANNOUNCED THE RANGE IS CLEAR!
BEFORE MOVING DOWN RANGE TO CHECK OR RETRIEVE TARGETS.
10. EVERYONE IS A SAFETY OFFICER!
IF YOU SEE AN UNSAFE ACT OR IF YOU SEE ANYONE OR ANYTHING DOWN RANGE,
IMMEDIATELY CALL CEASE FIRE
11. ALL INFRACTIONS OF THE ABOVE
LISTED RULES OR ANY UNSAFE ACTS, BY ANY MEMBER OR GUEST, SHALL BE REPORTED TO
THE STARKVILLE GUN CLUB BOARD OF DIRECTORS FOR POSSIBLE REPRIMAND, SUSPENSION
OR REVOCATION OF RANGE PRIVILEGES.
For the most part the rules that govern the outdoor ranges will follow
for the rimfire range with a few minor range specific rules.

AT THE BACKSTOP UNTIL READY TO FIRE. 4. NEVER LOAD, HANDLE, OR AIM ANY FIREARM IF ANYONE IS DOWN RANGE. 5. ONLY FIRE DIRECTLY INTO THE BACKSTOP. NEVER FIRE DIAGONALLY ACROSS THE RANGE. THIS RANGE IS SURROUNDED BY NON-BULLET PROOF WALLS THIS RULE IS A
MUST FOR SAFETY. 6. ALWAYS WEAR EYE AND EAR PROTECTION. 7. DO NOT MIX ALCOHOL OR DRUGS WITH SHOOTING ACTIVITIES. 8. ONLY FIRE AT PAPER TARGETS THAT ARE ATTACHED TO A TARGET
ARM. PRONE FIRING MUST BE DONE WITH THE
LONG TARGET ARMS SO THAT PROJECTILES PASS THROUGH THE TARGET AND HIT THE
BACKSTOP. THE USE OF CANS OR GLASS
BOTTLES AS TARGETS IS NOT AUTHORIZED. 9. ALWAYS MAKE SURE THAT ALL FIREARMS ARE UNLOADED, ACTION OPEN, NO
ONE IS HANDLING A FIREARM AND THAT SOMEONE HAS ANNOUNCED THE RANGE IS CLEAR!
BEFORE MOVING DOWN RANGE TO CHECK OR RETRIEVE TARGETS. 10. WHEN YOU HAVE COMPLETED YOUR FIRING SWEEP UP
ALL THE BRASS AND DISPOSE OF IT IN THE BRASS BUCKETS IN THE RANGE. 11. ALL INFRACTIONS OF THE ABOVE
LISTED RULES OR ANY UNSAFE ACTS, BY ANY MEMBER OR GUEST, SHALL BE REPORTED TO
THE STARKVILLE GUN CLUB BOARD OF DIRECTORS FOR POSSIBLE REPRIMAND, SUSPENSION
OR REVOCATION OF RANGE PRIVILEGES. For those members interested
in Shooting Skeet, Trap and 5 Stand Sporting Clays the Starkville Gun club has
4 Regulation Skeet and Trap fields and from time to time the 5 Stand Sporting
is set up for use. Any SGC member may use the skeet
and trap fields on Thursday evening or anytime that a Shotgun member has the
fields open at a rate of $4.50 per round of 25 targets. Shotgun Members purchase a Clay
Target Card which consists of 20 Rounds or 500 targets. Upon purchase of the first targetcard the member will
become a Shotgun Member and will: Any member may invite a guest
to shoot Skeet or Trap at the Starkville Gun Club at a rate of $5.50 per round
of 25 targets. Guests are not allowed
to shoot on a members target card!!! A
member's spouse and dependent children may shoot on their target card. Members are responsible for their
guests. If you bring a guest collect
the proper fees attach them to a fee collection form and deposit them in the drop
box or turn them over to a Board Member if one is available. Due to the extra labor involved in setting up an operating the 5 Stand
Sporting Range it is run on a time to time basis at the present. Flyers and letters will be used to announce
the opening of the 5 Stand to the membership and public for use. It is the plan to make this a more member
accessible sport as with skeet and trap.
The requirement for special controller devices and extra machines does
not allow this at the present but we hope that it will soon be a reality. The use of the shotgun ranges
is becoming a constant draw for our new members and guests. This poses several unique safety problems
that we as members must constantly monitor.
I have broken the rules down into four major areas. All Shotgun Sports, Skeet, Trap and Sporting
Clays. This is due to the fact that
each game has its own specific areas. 1. Range and SGC rules must be
obeyed at all times!! 2. ALL MEMBERS AND THEIR GUESTS
MUST BE SIGNED IN AT THE CLUBHOUSE BEFORE ANY SHOOTING BEGINS. PLEASE SIGN OUT AS YOU LEAVE THE STARKVILLE
GUN CLUB SHOTGUN RANGES. 3. ALWAYS WEAR EYE AND EAR
PROTECTION. 4. DO NOT MIX ALCOHOL OR DRUGS
WITH SHOOTING ACTIVITIES. 5. SHOTGUNS ONLY ARE PERMITTED ON
THESE RANGES. 6. EXCEPT FOR PATTERNING, ALL
SHOOTING MUST BE AT CLAY TARGETS THROWN FROM APPROVED MACHINES. MEMBERS ARE NOT ALLOWED TO BRING THEIR OWN
TARGETS FOR USE IN SGC SKEET OR TRAP MACHINES. 7. ALL FIREARMS MUST BE ACTION
OPEN AND UNLOADED WHENEVER YOU
ARE NOT ON THE SHOOTING STATION. BREAK
OPEN GUNS MAY BE CLOSED FOR STORAGE IN A RACK OR CASE BUT MUST BE OPENED
IMMEDIATELY AFTER BEING REMOVED FROM THE RACK OR CASE. 8. RETRIEVING SHOTSHELL HULLS IS
ALLOWED ONLY WHEN THE ROUND IS COMPLETE AND THE RANGE IS "CLEAR" OF
SHOOTERS. DURING COMPETITION
SHOOTS ALL HULLS WILL BE RETRIEVED AT THE CONCLUSION OF THE DAYS EVENTS. 9. THE MAXIMUM ALLOWABLE LOAD FOR
SHOOTING ON AN SGC RANGE IS 3-DRAM EQUIVALENT AND 1 1/8 OZ OF 7 1/2 SHOT. 10. ON REGISTERED SHOOTING DAYS
MEMBERSHIP SHOOTING WILL BE CONTROLLED BY SHOOT MANAGEMENT. IN THE INTEREST OF OUR COMPETITORS THE USE
OF THE FIELDS FOR NON-REGISTERED
PRACTICE WILL NOT BE ALLOWED DURING A REGISTERED EVENT. (IE SKEET, TRAP, OR SPORTING CLAYS) 11. A DROP BOX HAS BEEN INSTALLED
IN THE OFFICE DOOR TO ALLOW MEMBERS TO DROP GUEST AND MEMBER FEES WHEN A BOARD
MEMBER IS NOT AT THE CLUB. 12. A CLAY TARGET ROUND CONSISTS
OF EXACTLY 25 TARGETS!!! 1. NEVER LOAD THE FIREARM UNTIL
YOU ARE ON THE SKEET SHOOTING STATION. 2. NEVER LOAD MORE THAN TWO
SHELLS IN A FIREARM. 3. ALL FIREARMS MUST BE OPENED
AND UNLOADED AFTER SHOOTING AND
BEFORE THE SHOOTER TURNS TO LEAVE THE
STATION.
* Receive a key to the Skeet and Trap fields so that he or she has open access the shotgun facilities.
* Receive a TargetTag RFID Card to use the Skeet and Trap fields.
* Have an account on the Clubhouse Computer to track and purchase clay target cards.
The cost of a Clay Target Card is $70.00 or
$3.50 per round of 25 targets. As a
member shoots "25 target rounds" they mark them off of their card and
when the total 20 rounds has been shot they will purchase another card. If at the end of the year a member has
rounds remaining on a card they can turn them in when they renew their
membership for credit on a new years skeet card.
1. ALL FIREARMS MUST BE OPENED
AND UNLOADED BEFORE THE SHOOTERS MOVE TO THE NEXT STATION. SHOOTERS MAY LOAD THE FIREARM IN
PREPARATION FOR THE NEXT SHOT BUT MUST HAVE THE FIREARM POINTED SAFELY FORWARD
OF THE 16 YARD LINE.
2. DURING THE COURSE OF A ROUND
OF TRAP ONLY TRAP OPERATORS WILL
BE ALLOWED PAST THE 16-YARD LINE.
3. WHEN SHOOTING HANDICAP THE
MAXIMUM YARDAGE DIFFERENTIAL
BETWEEN ADJACENT SHOOTERS SHALL BE 2 YARDS.
THE MAXIMUM DIFFERENTIAL FOR BETWEEN ANY 2 SQUAD MEMBERS SHALL BE 3
YARDS.
4. ONLY ONE SHELL MAY BE LOADED
FOR SHOOTING SINGLES AND HANDICAP TARGETS AND TWO FOR SHOOTING DOUBLES.
5 STAND
AND SPORTING SPECIFIC RULES
1. ALL FIREARMS MUST BE OPENED
AND UNLOADED BEFORE THE SHOOTERS MOVE TO THE NEXT STATION. SHOOTERS MAY LOAD THE FIREARM IN
PREPARATION FOR THE NEXT SHOT BUT MUST HAVE THE MUZZLE OF THE FIREARM THROUGH
THE SAFETY FRAME.
2. ONLY AUTHORIZED RANGE
PERSONNEL ARE ALLOWED FORWARD OF
THE FIRING LINE AND ONLY THEN WHEN A CEASE FIRE AND UNLOAD COMMAND HAVE BEEN
GIVEN.
BY-LAWS OF STARKVILLE GUN CLUB INCORPORATED
Article I. General Purposes:
The purposes for which this corporation are formed in conformity with the
powers granted by the charter of incorporation recorded in Photostat Book No.
32 at pages 367-372 in the office of the Secretary of State of the State of
Mississippi, to which reference is here made, are those powers set forth in
said Articles of Incorporation.
Article II. Membership: In addition to members holding
membership at the time of incorporation, new members may be admitted who are
interested in participation in the activities of the corporation who receive
the approval of the Board of Directors by signing applications for membership
and agreeing to abide by the by-laws,
rules and regulations of the club, subject to the charter provision required of
all non profit charters that the corporation shall issue no shares of stock,
shall divide no dividends or profits among their members, shall make expulsion the only remedy for nonpayment of
dues, and shall vest in each member the right to one vote in the election of all officers, shall make the
loss of membership by death or
otherwise the termination of all interest of such members in the corporate assets and there shall be
no individual liability against the
members for corporate debts. The entire
corporate property shall be liable for claims of creditors.
Article III. Membership cards: This corporation shall not have capital stock but shall issue a
membership card, which shall be deemed a certificate of membership. Such member while on the club facilities
shall display membership certificate.
Each members certificate shall bear on its face, the name of such
member and the expiration date.
Memberships are non transferable.
No member of this corporation
shall be entitled to more than one vote at meetings of the members or to hold
more than one membership certificate of the corporation. Upon becoming a member, or upon
continuation of membership, each member of the corporation agrees to abide by
the by-laws, rules and regulations properly and legally adopted by the
corporation, as the same may be amended from time to time. Vote at meetings of the members or to hold
more than one membership certificate

Article IV: The Board of Directors shall be authorized
to expel any member or members for
violation of the by-laws or the violation of
any range or gun safety regulation adopted by the corporation upon such
expulsion will cause forfeiture of the remaining value of such the repayment to such member prorata of the
proportionate amount members current years dues; of his current years dues;
except however that any member expelled
shall have the right to appeal such Board of Directors decision to
the membership at the next regular or called membership meeting.
Article V. Board of Directors: The Board of Directors
shall consist of not less than five nor more than ten Directors who shall be
elected by the membership at the
regular annual membership meeting, or at any special or called meeting upon ten days written notice
setting forth the time, place and
purposes of said meeting. The Board of Directors shall elect all officers,
shall adopt and promulgate all rules
and regulations of the conduct of the
activities of the corporation, and generally manage the affairs of the corporation. The Board of Directors shall be elected for a period of
one year or until their successors
shall have been elected, qualified and
acting.
Article VI. Officers: The officers of the corporation
shall consist of a President, Vice President, and Secretary/Treasurer. The
president shall be the executive head of the corporation and shall have authority to conduct the day
to day affairs of the corporation as
the chief executive officer. The vice president shall have identical powers as
the president and shall serve in the
absence, refusal, or inability of the
president so to serve.
The Secretary/Treasurer of the corporation shall keep all
books, records, minutes of the corporation; shall cause notices of meetings and
other notices to be prepared and mailed, shall attest signature of the president with respect to all legal
documents executed on behalf of the
corporation. The Secretary/Treasurer
shall have control of all funds and monies received by or paid for the
corporation and shall be responsible to the officers, and Board of Directors
for the maintenance of all records, evidences of payment and shall have
authority to execute all drafts, checks, endorsements and exchange in the name
of the corporation. The
Secretary/Treasurer shall be bonded by the ordinary and usual fidelity bond in
such amount as the directors may prescribe from time to time. All have control
of all funds and monies received by or paid for
Article VII. Actions of the Board of Directors: The Board of Directors shall meet within ten
days after each annual election and at such times as special or called meetings
of such board may be made. All Board
members shall pay or shall have paid their annual dues at this meeting or become
disqualified and upon three days written notice to each member of the Board
eliminated from the Board at that time.
Meetings of the Board may be called upon a 10 day notice to the
Directors delivered in person, by ordinary mail or by telephone, except that
special meetings may be held and business transacted without any notice under
circumstances where all of the Directors are present at such meeting either in
person or by proxy. If the office of
any director becomes vacant by reason of death, resignation, retirement,
disqualification or otherwise, a majority of the remaining directors no less
than a quorum, by majority vote may choose a successor director to serve until
the next regular meeting of the membership.
A majority of the Board of Directors may constitute a quorum at any
meeting of the board. Special meeting
of the Board of Directors may be called at any time by the president, vice
president or any two boards of directors.
Notification of Officers and directors for special meetings may be
telephonic. Officers and directors may
be removed from office in the following manner: Any member, officer or director
may present the charges against a director or officer by filing them in writing
with the Secretary/Treasurer of the corporation. If presented by a member, the charges must be accompanied by a
petition signed by ten percent of the members of the corporation. Such removal shall be voted on the next
regular or special meeting of the members and shall be effective if approved by
a vote of a majority of the members as shown by the books of the
corporation. The directors or officers
against whom the charges have been presented shall be informed in writing of
such charges five days prior to the meeting and shall have the opportunity at
such meeting to be heard in person or by counsel, or both, and to present
witnesses and the person or persons presenting such charges against him shall
have the same opportunity. If the
removal of a director is approved such action shall also vacate any other
office held by the removed director in the association. A vacancy in the board thus created shall
immediately be filled by a vote of a majority of the members present and voting
at such meeting. A vacancy in any
office thus created shall be filled by the Directors from among their members
so constituted to the vacancy in the Board has been filled.
may constitute a quorum at any meeting of the board. Special meeting of the Board of Directors
may be called at any time by the president, vice president or any two board of directors.
Article VIII. Club Activities: Each member shall be entitled generally to the use and
enjoyment of the club facilities, and subject to such rules and regulations as
the Board may prescribe, shall be entitled to have guests participate in club
activities and use club facilities.
Members may reserve the clubhouse for small personal activities such as
family reunions upon a 30-day prior request to the Board of Directors. The Board of Directors shall fix, from time
to time, uniform charges for the use by members and their guests for club
facilities and services, and are specifically authorized to fix different rates
for members and guests or non-members. Each member shall be obligated to the
club for payment for the prescribed charges of use of facilities and services
of the club with respect to the member and his guest, and shall be responsible
to the club for the prompt and full payment for all services and use of
facilities. Non payment of shooting
fees, services, use of facilities shall constitute non payment of dues on the
part of such member for the purposes of this by-law, and the remedy of the club against such member
for such non payment will be identical to that of non payment of dues. Except however that notwithstanding any
other provision of this by-law, the Board of Directors may deny the use of the
club house to any member, members or non members who in the opinion or the
Directors have been guilty of committing waste, damage or failure to leave the
premises in acceptable condition after using the club house or grounds. Except further that the Board of Directors
is specifically authorized from time to time to reduce or eliminate charges for
services and facilities used exclusively for the training of minors in firearms
safety and firearms proficiency.
Article IX. Amendment:
These by-laws may be amended at any regular or special meeting of the
membership upon ten days notice in writing to each member setting forth the
time, place and proposed by-law changes.
Article X. Amendment: The
articles of Incorporation may be amended at any regular or called membership
meeting upon the same notice
requirements as the preceding article respecting amendment to by-laws.
Article XI. Membership Fee: the Board of Directors shall
set Membership fees annually.
Article XII. The Board of Directors shall have the right
to give honorary membership to not more than 10 honorary members. These honorary members shall have no voting
rights in the club.
Article XIII. Shooting Times: The Corporation will maintain an open club policy. The use of the club house and range
facilities may be allowed to any member in good standing at any time such
member desires. The proper keys will be
issued to such member along with his
Membership certificate. Except further
the Board of Directors is
specifically authorized to announce the closure of the club facilities
to all use except that of a specific activity.
Lights on the Skeet and Trap Ranges will be turned on regularly on
Thursday night. Board approval or
special activities will be the only other occasion such lights will be used.
Article XIV: Special Non Member Usage: Non member organizations and groups may utilize
the club facilities for a Board of Directors determined fee. This fee shall also include a deposit to
assure that the facilities are not damaged and are returned to their proper
condition after the non-member activities.
Except further that the Board of Directors is specifically authorized from
time to time to reduce or eliminate charges for services and facilities used
exclusively for the training of firearms safety and firearms proficiency. Non-member organizations and groups shall be
required to provide proof of liability insurance coverage. Non member organizations and groups shall be
required to petition the Board of Directors in writing for use of club
facilities no later than 30 days prior to their activity. A majority approval
of the Board is required; such approval may be acquired by telephonic poll by
the President and Secretary/Treasurer.
A member in good standing shall be present during such non-member
activities.
